To set Up New Theme in Blogger.First You need to download Themes in xml format from any websites or blog.When you get the theme in XML format then goto dashboard of your blogger and click in DESIGN of the blog you want to change the theme of.

When You click in Design,Them click in Edit Html.Then Click on Choose File and locate the downloaded XML file and then click in upload

When the upload is complete it asks whether to keep widgets or delete them.According to your need click on any.

Now the Theme is installed properly.You may view your blog now.
